Before we do anything, we should be clear on our design goals. My comments
on Winsock were on a false assumption: that the NTGCC configuration was
basically the Cygwin configuration. If NTGCC is also supposed to work with
the Ming compiler (a version of gcc for MS Win without the Cygwin POSIX
emulation), then NTGCC would need to use Winsock, at  least when Ming is
used. Hence, my recommended change may not be worth the added complexity in
the configuration.
