I have owned two small diesels in the past that had compression release (or relief) valves on the heads. On the two cylinder Albin, on could open the release and crank the flywheel around as fast as possible and then close the release valve and the engine would start. Not starter motor necessary (although we had one and normally used it). Oh, before that I had a Volvo one cylinder diesel that had a valve on the head that had a small cup on it. One could prime the cylinder using the cup and then start it as I described for the Albin. Even my Yanmar 30 had valves that relieved the compression; however, that more modern engine could not be started using the flywheel. So, my guess or suggestion is that the lever is a release valve to allow you to turn the engine over with out compression. DavidO
