Check the tach ground.  Don't just look at it; take the ground wire
off and *clean* the bejeezus out of it with emery cloth (NOT steel
wool; you don't want to leave fragments that will rust). Clean the
ground wire terminal and (I'm guessing) buss bar terminal to bright
shiny metal.  Clean the ground connection and terminal to the gauge,
too  Coat everything with a smear of silicone dielectric grease before
reassembling.  Betcha you'll not have any more trouble
