Hi Kerry, This is just a guess. If the boat charted for more than 6 persons, than the Coast Guard would require emergency fuel shut off's for each tank. That might be what they are for, just for emergency use only.
The fuel manifolds in the engine room are to be able to manage what tanks you want to drew fuel from for your engines. You can also transfer fuel from one tank to another with this system. Then on the engine room aft bulkhead there are five ball valves for fuel crossflow between tanks if needed. I have 2 200 gallon tanks and one 96 gallon tank under the aft bed.
