Doug, you may have nothing wrong with your system.  If the pump breaker is
on, and you're connected to shore water, when you open a faucet the
pressure in your system drops, which causes the pump to run.  If you want
to leave the breaker on, you could install a check valve on the output of
the pump which would prevent it from sensing shore water pressure.  Turning
the breaker off sounds simpler to me.

Also (speaking as a retired marine surveyor), when you're connected to
shore water, please please please remember to turn off the faucet on the
dock every time you leave the boat! If the diaphragm in the boat's pressure
regulator fails, shore water will sink your boat in a hurry.
