There's a policy of only including what is upstream or will be merged
upstream in the near future wherever possible.

While that's not always the case it is almost all of the time.

And then there's the issue of support.

If it was included then RedHat would be committed to support it for each
release that it was included in for the life of the release, which is
quite long. And, given the complexity of the product, that would require
quite a bit of resource that would need to be retained.
