These numbers may be misleading. Let's say we have 4 rowhouses, one of which
is undivided and owner-occupied by a single family. The other 3 houses have
each been divided into 3 rental units, for a total of 9 rental units.

In this example, we have 10 "housing units", 9 of which (90%) are renter-occupied,
and 1 of which (10%) is owner-occupied.
However, 25% of the actual HOUSES or PROPERTIES in this example are owner-occupied,
not the 10% that would be suggested when looking at "housing units".




maybe the 10.6% and 89.4% in the 2000 census refer to people? not houses?
