Hi,
Could anyone please give me some advice on this
situation:
We moved into a house here in West Philly in the Penn
school district four months ago.  Shortly after the
move we received a notice and fine from the city,
saying that we had put out our trash too early.
Whether or not this is true, we're not sure; my
husband and I can't really remember which day it was
and we weren't at the time aware of what day trash was
supposed to go out any away.  So we paid the fine
thinking that maybe we had erred out of ignorance.
Now the city has sent us a new notice with a larger
fine saying we didn't pay the first one promptly
enough! But we have the cancelled check, and we had.
Plus, the notice says we're facing increasing fees up
to $300!  This is crazy; we have tidied up, painted,
landscaped, and in general made our property yet nicer
than it was. Just a block away there's garbage strewn
carelessly all over the sidewalk!(...errrr, now I'm
beginning to rant....)
So what do we do? Do we pay this new increased fine?
Take time off work to go challenge it in court?  Or
what? 'Anyone with experience in this matter?

P.S. While tempting as it may be, Please try not to
join in this for ranting and critisizing the system; I
am really just looking for suggestions/a solution that
does not require I bow to the faulty bureaucracy.
