I once got 4 tickets for two bags of trash that were stolen out of a dumpster 
from an apartment building where I had been visiting and had sorted through 
my junk mail (hence they found my name in the trash).  

Lessons learned: (1) definitely go down and fight it.  I wound up having to 
pay one ticket, but that was better than four.  Your cancelled check, or 
letter/xerox from the bank, should make the $300.00 go away.  (2) don't sort 
your junk mail anywhere but at home, or tear up your addresses really fine.

They seem really inconsistent about enforcing the basic rule: nothing out on 
the curb before 7:00 p.m. the night before trash day.  

meanwhile, if the garbage on the next block seems to be from rental 
properties, call the SWEEP program yourself (those are the nice folks who 
write the trash tickets) and report the problem.  They're often happy to go 
after those landlords.
