Kelling, et al ISBN 0-684-82446-9 According to the author, it can be done and it has been done, but it requires very careful coordination, cooperation, and committment of many branches of government (police, sanitation, parks, etc), local community groups, ACLU and other advocate organizations, and the various groups of people who use the park. It also requires that the city government have the discipline to take the moral high road at every junction.
