When there's a strong argument to support the contention that "district designation" puts many buildings under the regulatory control of a Commission and the special interest groups who self-righteously support it, whose excesses were clearly and explicitly recognized by both Common Pleas and Commonwealth Court, when they don't have any historic merit at all.
