When I was helping my partner move out of her place at 23rd & Locust we left a pile of trash (in trash bags) on the street. It was Saturday evening and Sunday night is usually when people put out their trash in that hood. Apparently a neighbor was disgusted that we would put the trash out a day early and sure enough a 'friendly' sanitation office promptly showed up (again this was Saturday evening) all geared up to fine us for putting the trash out at the wrong time of the week (again 1 day early). So that is a tried and true method, assuming sanitation officers are willing to cross the bridge into the smarter side of town on a Saturday night.
OR you could take the Mr. Rogers approach and inform these obviously ignorant neighbors about the law and perhaps direct them to UCD which it seems to me regularly organizes trash pickups for this type of trash.

Any ideas about how to deal with this problem? I would appreciate hearing them.
