In most Philadelphia neighborhoods, if you don't make a preemptive stink you will get crapped on by certain callous people in and out of government. Remember, this is the beginning of the new school year. You, the permanent residents, must set the tone for community standards, to let new people know how you, not the newbies, run the hood.
 
It would be most powerful, if multiple list participants e-mailed, faxed, and phone-called the managing director's office and Jannie Blackwell's office. Though Bender and Cassidy are way cool, the rest of you are (wrongly) perceived as transient Village eggheads. Sorry!
 
Remember, the squeaky wheel gets the oil, when the vehicle that it is on is important. If you get the dumper's motor vehicle info, call 911 with a report of short dumping in progress. If the dumpers have left, report it anyway and insist that a supervisor comes to your location to meet with you. A ticket can still be issued.
