No, this could apply to others but it does not explain MY lid losses.

I DON'T put the cans out with the lids still on on trash pickup day.

In MY experience, the lids are stolen when the cans are NOT on the curb.
Someone walks up to my porch area when it is NOT trash day (and also 
not particularly windy) and steals the lids, lids that are sitting
quietly on the top of the cans.

In my experience the lids usually don't get stolen but rather get tossed

off the cans during trash day and then roll and blow to neighbor's 
houses where they get thrown away.  I've had no problems so far with my 
lids but I also take them off the cans when I place the cans on the 
curb.  Then again, I may just be lucky...
