petitions, but anyone truly interested in determining popular sentiment
would prepare some kind of unbiased survey that allowed respondents to
express their views in a way that could be analyzed to obtain a reliable
result. A survey prepared by a group having representatives on both
sides, and circulated by just such a group -- all to avoid as much bias
as possible. This, by the way, is what I've suggested on numerous
occasions for gauging the local sentiment vis-a-vis HD or HD vs NCD.
