"Real community participation" went into these retail judgements, as they do into every retail decision. But public meetings and listserve manifestos are not the medium of choice for this input. Retailers get feedback from their customers, who are the public that matters for such decisions, and base their decisions accordingly.

In any event, they are not what zoning decisions are based on. A zoning hearing is not a forum at which you can say, "I don't want Business X to do business at Site Y because I personally want to make them do business with me at Site Z instead." You can't be granted that power.
