In defense of UCD...

I believe they have tried hard to
        Educate about recycling and trash policies,
        Prevent and Mitigate Trash problems
        Resolve Trash (including abandoned cars) problems.

I distribute flyers created by UCD to incoming tenants and home Buyers, I
call them for help in solving short term needs, and I am pleasantly
surprised when they see a need and resolve it before I have even
processed possible resolutions.
One example:
Our gigantic 2006 Halloween extravaganza took place on a Tuesday evening.
I had forgotten it was trash night, and also a last of the month (a
move-out day).
But as cans were carried to the curb, I realized we might have to
volunteer one extra task, dragging cans back into alleys, and than out
again at the end of the evening (when all the volunteers are already
exhausted and deserve a better finale than trash disposal).
One nearby neighbor carried a huge amount of trash to the curb, along
with mattresses, upholstered furniture and other refuse from a recently
moved tenants.
While scary, it did not quite capture the tone of the celebration that
Cindy Preston and I had planned.
Before I had to determine which of my kids would be in charge of moving
it in and out of distant alleys, so that the sidewalk would remain clear
during our pageant, UCD had taken care of it.
I remain grateful to Lewis Wendell and John Fenton and their UCD staffers
who recognized and acted upon ways to improve an event that was mostly
volunteer driven and which entertained 2,000 visitors, and which
contributes to the unique nature of our diverse and wacky neighborhood.

In protest of the Trash tickets,
I have had several, usually for recycling violations.
Since I am a block Captain, and a rabid recycler, and have made
extraordinary efforts to encourage my neighbors and tenants to recycle,
the tickets make me feel wild.
Some days it is only the knowledge that arbitrary rules and enforcement
by clique are probably even more likely in smaller communities that keeps
me close to home.
