I believe he's referring to the fact that the SBC list (the "one truly public listserv" in out neighborhood) will bounce messages that have multiple addresses, unless they've fixed it, making it more difficult for members to post important community announcements.

Citizen's posts could be rejected and not posted publicly because of this cross-posting to a censored list. It is too bad that barking cheese is pathetic but that is not a problem for the community. It's not a censored list that is worth a single lost post by someone trying to make a public post.
