Last year, at one of those informative give-and-take "First Thursday"  
meetings (the ones with the good free eats), a member of the Penn Board of  
Trustees, who was chairman of the Community Relations Committee, told us he  
had 
gotten up early and come all the way from Washington DC just to meet with us  
to 
discuss the partnership you say doesn't exist.
 
When I rose to state that (at the time), I didn't think Penn's interaction  
with the community could be construed as a "partnership" in  any way that any 
lay person (such as my humble self) would understand the  notion, he replied 
"I'm an attorney and I could give you many definitions of  'partnership'." Of 
course, I stood corrected and thanked him for getting up  early and coming all 
the way from Washington DC to clarify this important  point.
 
When a member of the Penn Board of Trustees who is also an attorney gets up  
early and comes all the way from Washington DC to tell us that what Penn is  
doing to us is, in fact a partnership, who are we to keep questioning it? It's 
a  wonder that Penn is so patient with us ungrateful benighted bezonians that  
they keep repeating it since we don't seem to be able to get it through our  
thick skulls.
