Penn, the partner, is to the people of Philadelphia, Like the colonial master is to oppressed indigenous people SHCA and UCHS leaders are to the neighbors, What the colonial master's warlord is to the voiceless masses. Some folks may think that the evasive double talk of Penn officials is plain bullshit, but now I see how they define "partnership." You have to learn the specialized definitions. Like "cleaner and safer" is a code, and means intimidation of the little people in the community and riches and power for an anointed few. But I wonder what Amy Gutmann's, "deliberative democracy" actually means? When a member of the Penn Board of Trustees who is also an attorney gets up early and comes all the way from Washington DC to tell us that what Penn is doing to us is, in fact a partnership, who are we to keep questioning it? It's a wonder that Penn is so patient with us ungrateful benighted bezonians that they keep repeating it since we don't seem to be able to get it through our thick skulls.
