what litigation was involved when shca first presented the plan at their members election meeting without announcing that it was on the agenda? or when shca called for a public meeting about the plan at a venue that would accommodate only about 20 people?

shca claims to stand for the neighbors and behaves otherwise. and it's not because of pending litigation.
