Hard to say what happened in agenda formation at that meeting, Ray,
since neither you nor I were involved. Association meeting agendas, not
just in Spruce Hill but everywhere, are often subject to crossed wires
and last-minute fluidity. There is nothing inherently wrong with
presenting on any subject of interest, as it comes up. In general, the
more presentations, the better. Such was the outcome this time. This was
good, because more people got to attend in the end.
First plans called for the public meeting to meet where that
organization conducts most committee meetings. It owns that space, after
all. That space is quite big enough for most zoning public meetings
because most zoning issues interest only 20 or so people. When it
realized they had an extra-large issue on its hands this time, it
promptly got an extra-large space.
So the job got done, well enough. Maybe it would have been done better
if you or I had been in charge; on the other hand, maybe we would've
bungled it badly. Kind of hard to tell, because neither of us
volunteered. That's why I avoid second-guessing other folks' meeting
management.

what litigation was involved when shca first presented the plan at
their members election meeting without announcing that it was on the
agenda? or when shca called for a public meeting about the plan at a
venue that would accommodate only about 20 people?
shca claims to stand for the neighbors and behaves otherwise. and it's
not because of pending litigation.
