I think there was some confusion due to the stupid amendment of 10-1200 of
the charter last year.

10-1202 (a) 5 states that posting of signs is prohibited on "any city-owned
tree or tree in the public rights-of-way."

property (the strip between the curb and sidewalk) are technically owned by
the City.
This is a code violation, L&I would have to come out to fine the sign-hanger
for the signs, so maybe a call to L&I is in order.
John encouraged anyone who sees this in the future to call the Councilwoman's
office at 215-686-3418 or 3419.
And the malarky about exemptions to this code in the Councilwoman's district
are apparently (not surprisingly) false.
Joe, while I appreciate your willingness to give up the body in defense of
helpless trees, please don't put yourself in danger. These London Planes
(often called sycamores) are made of tougher stuff than even you and they can
survive a few nails.
If you do end up taking a hammer from some tree molester, try Presby ER. In
my experience, it's not as chronically overwhelmed as HUP.
