Two things to note in regard to the original questions about nailing or otherwise affixing signs to trees. First thing is that the amendment to 10-1200 in John's link allows certain postings on streetlights and utility poles not previously allowed (though not in certain councilmanic districts that evidently opted out), but does not change the existing prohibition on posting on trees. The second thing is that the Code current on September 20, 2007 shows that the amendment was not enacted as of that date (code main page is http://www.amlegal.com/nxt/gateway.dll/Pennsylvania/philadelphia_pa/thephiladelphiacode?f=templates$fn=default.htm$3.0$vid=amlegal:philadelphia_pa) .
