Here's another interesting point.

Why can one find the school catchment areas for Philadelphia Public School
on the School District's web site?  Could it be that the District could be
held accountable actually enforcing them and not allowing people to pull
strings, etc.  Could that be what makes the system so complex?

Your experience as a parent with the school district is laudable.  I feel my
experience working in the system is just as important with regard to what
these kids are like and how the system really operates.
