I'm pretty sure the Philadelphia code states 75, at least last time I checked. 
Of course that doesn't stop the Rec Dept from making it's own rules.

At least in Clark Park, the Rec Dept. told FoCP in in no uncertain language in 
2009 that the "75-people-or-more" number was wrong. Rec claimed no idea where 
we had gotten that number from, which we had been passing out for years.

In fact, said Rec, the real number was, is, and always shall be 25. So we 
changed our information output to accord with the public authorities who make 
all decisions about Clark Park, which is government-owned and -operated 
property.

Actually Glenn, the Fairmount Park permit policy dates at least back to 1979, 
but probably back to the 1967 formation/reformation of the commission. As for 
the right to assembly, permits are generally only required for groups of 75 
people or more.
