I'm pretty sure the Philadelphia code states 75, at least last time I checked. Of course that doesn't stop the Rec Dept from making it's own rules.

Rec claimed no idea where we had gotten that number from, which we had been passing out for years. In fact, said Rec, the real number was, is, and always shall be 25.
