The dogs are innocent and from the sound of it, their owners may or may not be negligent, as "Lou" stated in the comment section of West Philly Local. In no case should a dying dog be allowed to continue to suffer as this one did, according to the report that I read, For you to say "the dogs deserved what they got" makes me think less of you, though I doubt that you care what I think. I agree with you that there are far too many pet owners around here who don't do right by their animals, too many unleashed dogs and throwaway pets of all sorts. I live just up the hill from the B section of Clark Park, the great dumping ground for dogs, cats, rabbits, guinea pigs, hamsters. I even saw a woman drive up in a spiffy red car one morning and dump a live chicken at the curb.
