Public bug reported:

Affects Ubuntu 22.04 x86-64 with Cinnamon 5.27 on Live USB.

Tried to test Ubuntu Cinnamon to see if it would work for my
accessibility needs. It was painfully inaccessible.

To reproduce:

1. Prepare for migraine + motion sickness.

2. Start Ubuntu Cinnamon from Live USB.

3. Open main menu. There is a painful blinding cursor.

4. Try to find the "Accessibility" options. These do not include any
optins to stop the flashing and animation.

5. Try to find the "Effects" options. These list several types of
animation. Turn all of these off.

6. Open "Themes". Switch panes. That is animated.

7. Open LibreOffice Writer to see if turning off animation has stopped
its painful blinding cursor animation. The cursor is still flashing.
