Public bug reported: In Settings->Desktop : Desktop Layout
With "Show icons on all monitors" then icons only appear on the primary monitor. With "Show icons on non-primary monitor(s) only" the icons do appear on the 2nd monitor as expected. This shows that the 2nd monitor is recognized (besides, I can see the Cinnamon desktop image on the 2nd monitor). The monitors are different resolutions, if that matters. Primary (which is monitor #2, I guess because of the port being used): 3840x2160 Second (monitor #1): 1920 x 1200. "Join Displays" is selected. I tried "Reset to Default" in Settings->Display->Layout but it didn't help.
