Here is a desktop recording showing the problem.

Note: The screen recorder concatenates both monitors into one "super
sized" rectangle.  The primary monitor is the left half and the
secondary monitor is the right half, with no visible separation.   When
icons appear on the 2nd monitor they show just to the right of the
center of the recorded image.

For this vidwo I set the resolutions of both monitors to be similar, but
you can see a narrow black rectangle under the primary monitor because
it is set to slightly smaller vertical dimension than the other monitor.
The primary mon is 1920x1080 and the 2nd monitor was 1920x1200 (it's
native res).

  With "Show icons on all monitors" then icons only appear on the primary
