Slimserver will create its own database if there is none. If you delete the cache directory and start slimserver with (I think) d_startup and d_mysql and d_sql - you will see slimserver startup and shutdown mysql twice - first to create the database and then to populate it. If slimserver is installed properly with correct pref - no need to do anything with the prefs file. Slimserver will create a correct one.
Check the mysql error log to see if there are problems.
