you need a wake on lan client.
on your linux box that should simply mean

sudo apt-get install wakeonlan
--------------------
Then from the terminal you just run

wakeonlan ma:ca:dr:es:s:of:se:rv:er
--------------------
In windows you can use this
http://www.depicus.com/wake-on-lan/wake-on-lan-gui.aspx just pop in the
server mac address and click wake me up.
