Well, I eventually figured out the answer to my question.  It was this
thread that led me to the answer:

Unknowingly, I had some non-Sun version of Java installed.  For testing
out MusicIP, I loaded up 1.6 from Sun.  Then the above thread mentioned
needing a current version of Sun Java for Softsqueeze to work properly.


So, I figured I give it another try.

Now that I have 1.6 Sun Java installed, the settings in Softsqueeze
list my external USB soundcard.  It just worked out of the box. 

Since my original post, I had upgraded from Gutsy Gibbon to Hardy
Heron.  I've noticed more stability with the sound subsystem, so this
may have had an impact as well.

So now I'm able to use Softsqueeze using Hardy Heron Ubuntu Desktop
Edition.  :-).
