If, for example, the Owner or Group do not have permission to 'Read',
they will actually be prevented from Reading, regardless of what
permissions are set for 'Other'.  If only 'Other' has Read permission
it means anyone who is NOT Owner and NOT Group will be able to Read
whereas the owner and group won't.  Think of permissions as "granted"
(+) or "denied" (-), not as present or irrelevant.
