Yes, it is linux's reference implementation of mdns. (It is also one of
the brainchilds of Lehnard Poettering, which might indicate some
dependency with other parts of the linux system...) 
I don't see clearly the breadth of alternatives there are to the avahi
code (working fine for me, BTW). BSD does have a stack (google seems to
indicate Apple uses it) and interestingly dnsmasq does include features
related to dns-sd. jmdns is available for Java.
Looking on CPAN I also see perl modules related to mdns.
