Second question first. You can but you shouldn't. Those IPs are part of
the DHCP range and could get given to another device causing a clash.
2&3 are almost certainly outside the range so won't clash.

In pCP web gui. There is a section where you can set IP address. You may
need advanced or beta tab for this. Check their web site. But yes you
can do it from Windows PC.
