This code is executed by the GPU and reads start.elf, which reads config.txt. Start.elf exercises the video hardware (wich shows the rainbow screen). Since we do not even get to the rainbow screen there must be something wrong on a very basic level. Again, according to the RPi information, the ACT led should blink 3 or 4 times if there are problems with start.elf.
