After fiddling around a long while I decided to try to use the CLI
commands for blueooth. So, if your TV (or other device) won't recognize
PcP as a Bluetooth audio device, try the following which fixed it for
me:

    sudo bluetoothctl scan on
  Ctrl+Z (when your target device's MAC address is found)
  sudo bluetoothctl trust [MAC address]
  sudo bluetoothctl pair [MAC-address][
  sudo pcp bu
  sudo reboot/CODE]
  
  And, enjoy! All functionality is there in both the web GUI, as well as in the 
TV (this is a Samsung 8 Series, Tizen, TV) as if the pairing would have been
