Yes, perfectly normal for Bluetooth, as it is scripted to do that. Since it is assumed that you would not connect your speaker if you didnt want it playing something. For hardware devices that are always connected, I would not know when to run a script to start something. For hardware devices, use the play favorite settings on the tweaks page to play something at power up.
