The problem has been solved. 

>From the SSH command line, I ran the "amixer -c 1 scontents" (not
scontrols) command which showed the max volume of the card was 20 dB
down from max. 

The easiest fix for me was to use the more graphic alsamixer instead of
amixer (both open from the command line). Note I had to run the "export
TERM=xterm" command first to get rid of an error message that prevented
alsamixer from running.

Once the graphic was up, I switched to the correct card and it showed
the max volume also down 20 dB. I used the controls to increase this and
exited the program. The new settings were automatically saved. 

Then I played some music and it was now at the correct volume! 

Thanks to all for your help in running this issue down an fixing it.
