It did not stop the drop outs but the GUSTARD kept its lock, although I still needed to reboot. Removing underclocking didn't help, the RPI4 just ran a bit warmer. In the end, I tried a different LiIon battery to power the RPI4. So far, its been running 24 hrs without drop outs, so that could have been the issue all along.
