I think the problem is with "Sleep" rather than Energy Saver.

My relatively new iMac Flat Panel is like a pre-schooler, in that you 
have to tell it to go to sleep several times before it does.  Not 
always, but at least 75% of the time, I have to select Sleep a second 
time before the system goes to sleep.
