Make sure you check IE - I believe it will not allow pseudo classes on anything other than links. There is a handy javascript around called sfhover that will add the effect in IE. See http://www.htmldog.com/articles/suckerfish/dropdowns/

So, what is the author of the above snippet doing? Is it saying "address all unordered lists that are children of any element currently being moused over that is a child of an unordered list that is a child of #cssnav?
