I found this reference at dictionary.com, but have heard reference to something similar before. I think it also might have reference to a variation on musical ability as described by a google search for 'define: chops' * Technical ability, to execute music physically and to negotiate chord changes. Distinct from the capacity to have good ideas, to phrase effectively and build a solo.
