Code will have to abide by the new licensing policy (signed agreements
included) to leave incubation. There is still the option for code to
live in the sandbox that never becomes a fully supported (into and out
of incubation) Jasig project.

In open source projects before, I've never been asked to change the
license by the person hosting the source control repository (it has
usually just been an initiative by the developers on the project
itself), so am just curious.

Not to steal John L.¹s thunder - but I'd like to publicly commend him --
he's done an excellent, enormous (and thankless) job putting these items
together. I know he and the rest of the board are very interested in making
sure we¹ve got the right balance between protecting everyone (developers,
institutions, Jasig) and not being too onerous. Hopefully when everyone
looks at the proposed documents if there are any comments (cynical or
otherwise) I think we¹d all love to hear them.

I just wanted to let everyone know that I'm looking forward to these
changes and will be sending in my own signed Contributer License
Agreement (CLA) shortly. While I believe direct contact with existing
uPortal developers is planned I would encourage anyone with commit
access to the Jasig SVN repository to go ahead and submit a signed CLA
as well after of course going through whatever institutional policy you
need to for that. Your initiative in this effort will help make the
transition go as smoothly as possible.
