I think the Import/Export portlet might be a good match for what you're looking for. That portlet allows an administrator to import a channel definition file into a running portal. The registered portlet will be updated automatically, though I'm not quite sure if the cache entries are updated as well. If they're not, you could clear relevant cache items using the Cache Manager portlet.
