Matt,

IIRC, a transient portlet (or channel, earlier) is one that's not in your layout. There are many circumstances where a user can essentially 'leave' his/her layout and go instead to a specific, named portlet. In such cases, the framework wraps the single portlet in some form of transient layout node.
