I think this was discussed in IRC:
we at consensus to suppress the Customize region in Respondr when
rendering a maximized portlet ("focused")?
Would resolve https://github.com/Jasig/uPortal/pull/264 .
I like Drew's idea in that pull request to suppress at the structure
transform rather than theme transform layer so as to not kick off
rendering portlets that won't be included in the page.
I'd like to see this resolved so absent objections I'll set about
implementing that solution and proffering a pull request for it.
