When I went to add this as Jira (and add a note in UP-4197), I happened 
to find there is an existing issue 
https://issues.jasig.org/browse/UP-3249 that has a pull request on it.  
The pull request was not processed because there was a desire to insure 
adopters could customize/alter the behavior, but it is probably what 
Steve was thinking of.
