I have one minor correction. The statement ' Portlet resource cache controls now work better. ' should be removed. The Jira issue was marked Resolved - Won't fix. After digging into it I found that uPortal was working properly, but you had to handle eTag processing a certain way that wasn't well documented (and is now clearly documented at https://wiki.jasig.org/display/UPM41/Portlet+Caching).
